Well Hilary Duff may not have thought of a shot like this being attempted by a voyeuristic photographer. But the problem with ultra-minis hung down from skyscrapers is that they always invite voyeurs. Maybe the wearer’s intention may also be that. The thrill for most people is in doing what is forbidden. In clinical psychology, voyeurism is the sexual interest in or practice of spying on people engaged in intimate behaviors, such as undressing, sexual activity, or other activity usually considered to be of a private nature. In popular imagination the term is used in a more general sense to refer to someone who habitually observes others without their knowledge, with no necessary implication of sexual interest.

Well, I don’t think this is voyeuristic or some candid camera work, though the shot is great! Quite possibly, the woman is posing for a shot like this. If not, the snapper is a super sleuth or an extremely possessed voyeur, who can be expected anywhere, exposing anyone. Voyeurism is not a crime in common law, unless it is legislated upon. For example, in Canada, voyeurism was not a crime when the case Frey v. Fedoruk et al. arose in 1947 and the Supreme Court of Canada held that courts could not criminalize voyeurism by classifying it as a breach of the peace and that Parliament would have to specifically outlaw it. Consequently, on November 1, 2005, this was done by amending the Canadian Criminal Code, declaring voyeurism to be a sexual offense. But in some cultures, voyeurism is considered deviant and even a sex crime. In UK, non-consensual voyeurism became a criminal offense on May 1, 2004. However, some societies tolerate it in some circumstances, as it happens with adolescent Peeping Toms and the UK dogging craze.
